Da Afghanistan Breshna Sherkat Holds Energy Cooperation Talks with Russian Ministry of Energy

During an official visit to Moscow, Russian Federation, the delegation of Da Afghanistan Breshna Sherkat (DABS), led by Haji Mullah Abdulhaq Hamkar, Chief Executive Officer of DABS, held a high-level meeting with Mr. Vladimir Khazov, Deputy Minister of Energy of the Russian Federation, to discuss bilateral cooperation in the energy sector. The delegation was accompanied by Mawlawi Gul Hassan Hassan, Ambassador of Afghanistan to Russia.

The meeting focused on strengthening cooperation in the electricity and energy sectors, as well as exploring opportunities for expanded technical and economic collaboration between Afghanistan and the Russian Federation.

Haji Mullah Abdulhaq Hamkar emphasized the importance of enhancing bilateral cooperation in the energy sector and highlighted the need for continued engagement to support the development of Afghanistan’s power infrastructure and technical capabilities.

Mr. Vladimir Khazov welcomed the DABS delegation and reaffirmed the commitment of the Russian Federation to supporting cooperation with Afghanistan in the energy sector. He stated that the expansion of energy and economic relations with Afghanistan remains an important part of their ongoing agenda, and that efforts in this regard continue on a regular basis.

During the meeting, both sides also discussed opportunities for broader technical cooperation and future collaboration in the electricity sector. The Afghan delegation expressed appreciation for the constructive engagement and positive discussions held with the Russian side.

The DABS delegation accompanying the Chief Executive Officer included Engineer Naser Ahmadi, Head of Planning; Engineer Faridullah Sharafmal, Head of Investment Coordination; and Engineer Emal Shinwari, Deputy for Operations Affairs.
